from Chief & Council Meetings
July 1999
The following are highlights
from Chief & Council meetings of the Mikisew Cree First Nation for the
month of July 1999; for additional information and Minutes of the actual

& Council.
Chief & Council decided to utilize the Portfolio system. The following
applies:
Community Services: Councillor Jenner
Economic Development: Councillor Lepine
Education: Councillor Tuccaro
Environment: Chief Poitras
Finance: Councillor Marcel
Housing: Councillor Courtoreille
Justice: Councillor Simpson
Legal: Chief Poitras
Treaties: Chief Poitras
The date for the General Meeting in Fort Chipewyan is set for September
29th, 1999 at 1:00 p.m. at the Municipality Boardroom.
Tax Implications for Chief & Council, regular meetings, and office
locations off-reserve are to be discussed with legal counsel.
Executive Director to co-ordinate a meeting between Chief & Council
and department heads for orientation on programming, etc. on August 26th,
1999.
Executive Director instructed to move quickly on recruitment of Controller;
plus to see if Athabasca Tribal Council Controller can fill in the interim.
Chief Poitras requested a cost-sharing of his relocation expenses to
Fort Chipewyan; Council decided that MCFN pick up total costs of $3100.
Chief & Council decided to honor past Chief & Council's commitment
to do repairs to the residence of Billy Joe Tuccaro in Fort McMurray.
Commitment is for a one-time only funding of $5000 and the contractor
to do the repairs will be a MCFN member.

June 1999
The following are highlights from Chief & Council meetings of the
Mikisew Cree First Nation for the month of June 1999; for additional information

or e-mail the Chief
& Council.
Chief & Council regular meetings will be held every month on every
2nd and 4th Tuesday. Executive Director to check on tax implications for
Chief & Council regular meetings to be held in the Municipality Boardroom
in Fort Chipewyan. Discussion took place on General Meetings on frequency
and location including Fort Chipewyan, Fort McMurray, Edmonton, and Fort
Smith.
New signing authorities for MCFN must include the Executive Director
plus any one of them following three Councillors: Jenner, Simpson, or
Tuccaro.
That as per the proposed budget and previous budgets for Chief &
Council, the salary for Chief will be at $60000 per year, and the salary
for Council will be at $42000 per year.
Current financial reports will be presented to Chief & Council July
9th.
Draft 1999/2000 MCFN Budget to be presented to Chief & Council July
6th.
Discussion took place on Chief & Council office hours and office
location. Executive Director to check on tax implications of Chief &
Council offices being located at the Multiplex in Fort Chipewyan.
Chief & Council presented with current administrative personnel
structure.
That any MCFN employees who have outstanding loans or advances, arrangements
must be made to have them recovered by March 31, 2000.
Chief & Council request research on facilitator to provide to Chief
& Council Roles & Responsibilities workshop; plus a facilitator
to provide a two-day Chief & Council strategic planning session; plus
a facilitator to prodive a one-day session to Chief & Council on financial
statements.
Committee and Portfolio system for Chief & Council discussed.
